REQUEST FOR PROPOSALS PACKET 

CITY PROSECUTOR

Proposal Due Date: March 18, 2022 EXTENSION 2



INTRODUCTION

Sunnyside is located in Yakima County, Washington, roughly 45 miles from both Yakima and the Tri-Cities. With more than 17,000 residents, Sunnyside is the second largest city in Yakima County. Sunnyside is led by a Council-Manager form of government. The Council consists of seven members who serve four year terms and who elect a Mayor from their ranks. An appointed City Manager oversees the operations of the City. The City offers a full range of police, fire, ambulance, streets, water, sewer, parks, planning, code enforcement, and administrative services, supported by 112 employees with a 2021 general fund budget of about $13.1 million. We operate one of the few remaining Municipal Courts and Jails in eastern Washington. 

 

The City has contracted for City Attorney services and intends on maintaining that agreement for the purposes of specialized municipal legal representation services that are not subject to this Request for Proposals (“RFP”), including but not limited to:

  1. Providing legal representation to the City, as well as individual councilors and other municipal employees who may be named as parties in their official capacities in any legal action.
  2. Advising the City Council, City Staff, and all appointed boards and commission on legal matters including but not limited to matters of civil liability, City finances, public property and real estate, personnel, land use, zoning, and planning.
  3. Preparation and review of substantive new provisions, amendments, and revisions to the Sunnyside Municipal Code; contracts, agreements, and other documents.

 

This RFP is not a competitive bid based on price only. The RFP allows the City to select the Attorney or Law Firm which, in its sole discretion, best meets the needs of the City, taking into consideration price, qualifications, and service capabilities and other factors relevant to the City’s policies, programs, resources, and budget.
